If you want to peer into the future of societal decline, look further than this:  Great Britain is expanding an already exisitng program that installs CCTVs in homes so that the governement can "make sure the kids are doing their homework, going to bed early and eating their vegetables."  1984 references aside, the real problem with this isn't the fact that the government will now have an unrestricted view into the private lives of its citizens, but the transition of parental responsibility from the parents themselves to the government.  Instead of holding parents accountable for raising their kids, it is now Big Brother's responsibility.
